Yes, it is possible by using the Verify API V2 Custom Template or Template Management feature, which currently works for both SMS and Voice/TTS channels. But please be informed that this feature is disabled by default and can be enabled upon request exclusively for managed customers. To enable the feature, please contact your account manager or support.

Yes, it is possible by using the Verify-Templates API. See the Verify API developer documentation for more details on using templates.
One use case for your own Verify template would be to adapt your message content to Google's SMS Retriever API. The Verify API template could be adapted by adding a hash that identifies your app, such as #your app name, so the SMS content generated by Vonage for your Verify API requests is compliant with Google's requirements.
