Can you force a call to ring for an x amount of time before processing an NCCO?

This is not possible. There is no control over how quickly an inbound call to an LVN will be “answered”. The standard behavior is that an application will begin processing the NCCO as soon as it is able to once a call has been placed to the LVN.
