Objective
Your Meta Business Manager ID is provided to you once you have created your business account. You will need the Meta Business Manager ID to create WhatsApp Business Accounts and register phone numbers on WhatsApp Business Accounts.
If you are unable to locate your Meta Business Manager ID, please follow the steps below.

Procedure
1. On Facebook, please open the Business Settings menu.
As per the screenshot below, you can see both Vonage's and your own Business Manager listed.
Please ensure you select your Business Manager (not Vonage).
2. Once you are in the Business Portfolio settings page, please navigate to the "Business Info" section.
On the right-hand side, you can see Business Portfolio ID - This is your Meta Business Manager ID.
