Symptom
When attempting to create a new Meta Business Portfolio, the customer sees the following error message
"You've reached your business portfolio limit. You've reached the limit of business portfolios you can create. To create another one, you can delete an existing one, ask someone else in your company to create it."

Background
Meta allows each user to personally create up to 2 Business Portfolios. There is no limit on the number of portfolios a user can belong to — only on how many they can personally create. If a user has already created 2 portfolios (or if a previous portfolio was restricted and cannot be deleted), they will hit this limit.
Resolution
Below are the recommended options to resolve this issue:
Option 1: Appeal the Restriction on the Existing Business Portfolio
If the user has already created 2 Business Portfolios and one of them is restricted, the restricted portfolio still counts towards the creation limit and cannot be deleted until the restriction is resolved. In this case, the best course of action is to appeal the restriction. The admin of the restricted account should:
Go to Meta Business Support Home.
Locate the restricted Business Portfolio.
Click Request Review or Appeal if available.
Follow the on-screen instructions to submit the appeal.
If the appeal is successful and the restriction is lifted, there will be no need to create a new portfolio.
Option 2: Have Another User in the Organisation Create the Portfolio
Another user in the organisation who has not yet reached their creation limit can create the new Business Portfolio and then add the affected user as an admin. Since there is no limit on the number of portfolios a user can belong to, the affected user can be added as an admin without any issues.
Steps for the new admin to add the affected user:
Log in to Meta Business Manager with the Facebook account that has admin access.
Navigate to your Business Portfolio Settings. In the left sidebar, under Users, click People, then click + Invite people.
Enter the affected user's email address.
Assign the appropriate access level (Partial or Full Control) and click Next.
Assign the relevant business assets (e.g., WhatsApp Account) and click Confirm selection.
Review and click Send invitation.

Option 3: Delete Unused Business Portfolios
If the customer has old or unused Business Portfolios they no longer need, they can delete them to free up their creation limit.
To permanently delete a Business Portfolio:
Go to Settings in Meta Business Suite.
Click Business info.
Click Permanently delete business, then follow the on-screen instructions.
Important Notes:
Deleting a Business Portfolio is permanent and cannot be reversed.
Before deleting, check if there are any active phone numbers registered under the portfolio's WhatsApp Business Accounts (WABAs). Ensure those numbers are decommissioned and removed from the WABA before proceeding. Deleting a portfolio will not delete any connected WABAs, but you must remove any connected WhatsApp Business Accounts (WABAs) from the Business Portfolio before deletion can proceed.
Restricted Business Portfolios may not be deletable until the restriction is resolved
Option 4: Use a Different Personal Facebook Account
If the customer has another eligible personal Facebook account within their organisation, they can use that account to create the new portfolio.
If none of the above options resolve the issue, please submit a Vonage API Support request for further assistance.
