WhatsApp Message Template Rejected or Miscategorised by Meta – How to Appeal

Vonage API Support

Objective

This article explains what to do when your WhatsApp message template has been rejected or incorrectly categorised by Meta, and provides step-by-step guidance on how to appeal the decision through the Meta Business Support Home.

Applies To

  • Messages API

  • WhatsApp Business Account (WABA)

  • WhatsApp Template Management API

Understanding Template Rejection and Miscategorisation

When you create or edit a WhatsApp message template, Meta automatically reviews it against their Template Guidelines. Following this review, the template will be set to one of the following statuses:

  • Approved / Active – Template is ready to use.

  • In Review – Template is being reviewed (can take up to 24 hours).

  • Rejected – Template does not comply with Meta's guidelines and cannot be sent.

Meta may also recategorise an existing approved template (e.g., from Utility to Marketing) during their recurring automated reviews if the dominant intent of the message is unclear or hints at a different category. This can result in unexpected failures when sending.

Common Reasons for Rejection

  • Template content does not match the selected category

  • Marketing or promotional language used in a Utility or Authentication template

  • Dangling or excessive variables (too many variables relative to static text)

  • Missing or invalid sample values

  • Shortened URLs used instead of full URLs

  • Content violates Meta's Commerce Policy or Business Messaging Policy

  • Authentication template format not followed correctly

Option 1: Edit and Resubmit the Template (Self-Service)

If the rejection reason is clear and you can address it, the simplest path is to update and resubmit the template directly.

Via WhatsApp Manager (UI):

  1. Navigate to WhatsApp Manager.

  2. Go to Manage Templates and locate the rejected template.

  3. Click on the template name, then click Edit Template in the top-right corner.

  4. Review the rejection reason shown in Meta's notification banner.

  5. Make the necessary changes to the template content.

  6. Click Submit for Review.

Note: The "Submit for Review" option will only be enabled after you make an edit. Templates in a Rejected or Paused state can be edited an unlimited number of times. Templates in an Approved state can be edited up to 10 times in a 30-day window or 1 time in a 24-hour window.

Via API:

You can also update and resubmit using the Vonage WhatsApp Template Management API.

Option 2: Appeal the Rejection via Meta Business Support Home

If you believe your template complies with Meta's guidelines and was rejected incorrectly, you can submit an appeal through the Meta Business Support Home. This is Meta's preferred and fastest channel for appeals.

Important: Appeals cannot be submitted via API. They must be done through the Business Support Home UI. Only an admin of the Meta Business Manager account can submit the appeal.

Steps to Appeal a Rejected Template:

  1. In WhatsApp Manager, find the rejected template and click Go to Business Support Home.

  2. In Business Support Home, navigate to Activity Issues > Rejected Message Templates.

  3. Select the template you wish to appeal and click Request Review.

  4. Submit the appeal.

Note: If the template was rejected due to an invalid format, the Request Review option will not be available. You will see a message explaining why when you hover over the template selection circle.

Steps to Appeal a Miscategorised Template (e.g., Utility changed to Marketing):

  1. In Business Support Home, navigate to Activity Issues > Template Category Updates.

  2. Select the miscategorised template and click Request Review.

Important: Appeals for template category changes must be submitted within 60 days from the date Meta updated the category. Once this window has passed, the category becomes final and cannot be reversed.

What to Expect After Submitting an Appeal:

  • Meta typically completes the review within 24 hours.

  • After submission, the template will appear under the In Review tab in Business Support Home.

  • If the appeal is successful, the template will appear under the Reversed tab.

  • If the appeal is unsuccessful, the template will appear under the Unchanged tab.

Option 3: Contact Vonage Support for Escalation

If your self-serve appeal via Business Support Home was rejected and you still believe your template is compliant with Meta's policies, contact Vonage API Support. We can raise a Meta Direct Support ticket on your behalf for further review.

Please provide the following when contacting Vonage Support:

  • Your WABA ID

  • The template name(s) affected

  • The rejection reason shown in WhatsApp Manager

  • A description of why you believe the template is compliant

  • Any previous appeal reference (if applicable)

Best Practices to Avoid Template Rejection

  • Pick the correct category – Ensure the template content clearly matches Utility, Marketing, or Authentication intent.

  • Use sequential variables – Avoid dangling or excessive variables.

  • Provide sample values – Always include sample values when submitting templates.

  • Use full URLs – Do not use shortened links (e.g., bit.ly). Use the complete URL.

  • Avoid promotional language in Utility templates – Utility templates must be transactional in nature.

  • Use correct spelling and punctuation – Poorly formatted templates are more likely to be rejected.

  • Keep content specific and contextual – Avoid generic templates that could apply to multiple use cases.

  • Use allow_category_change: true in API submissions – This allows Meta to approve your template even if they recategorise it, rather than rejecting it outright. You can still appeal for the correct category via Business Support Home afterwards.
