If a call goes to answer machine, can I hangup and fallback to a new NCCO?

Answer
It is not possible to serve a new NCCO when an endpoint goes to voicemail using a Synchronous Connect action. When Machine Detection detects a voicemail system has answered the call, the call has been answered and so the Connect action will have bridged the two calls already. At this point, it will be too late to keep the first call leg waiting and so you will not be able to serve a new NCCO. You can transfer a call to a new NCCO at this point and send a hangup to the call answered by voicemail using an API request to modify an existing call.
