Answer
Some operators in US block the reception of SMS from short codes on pre-paid numbers to prevent the receiving number from incurring premium charges. The error that will be received when messages are blocked due to this limitation is error code 6 (Anti-Spam Rejection/Content Blocking).
The end user would need to contact the Carrier to specifically request the blocking to be lifted for the number.
