Does each part of a concatenated SMS count towards the throughput for an account? For example, if I send 15x 2 part messages would that max out the default throughput?

Answer
The default throughput is 30 API requests per second, and not 30 SMS per second. The individual messages (parts of a concatenated message) do not count toward the total API request throughput.
If you send 15 concatenated SMS, consisting of 2 parts each then this would only utilize 15 API requests for that second, allowing you to send 15 more within the same second.
