With multiple Project IDs, can I see a billing breakdown based on my usage per each Project ID in the billing statement or when downloading the invoice?

Answer
The billing information is only at the Account level. You can see the usage at the project level in the Account Portal, Insights API, and Advanced Insights API and use it for your calculations.
