Preamble
From December 2024, The Campaign Registry (TCR) is making the reseller ID information required for all new campaigns registered.
When using our 10DLC registration service, you can either register campaigns for your own legal entities (i.e. "customer" campaign), or register campaigns on behalf of another legal entity (i.e. "reseller" campaign). Before you can register a reseller campaign, you need to apply for a reseller ID. Once approved, you can tag your reseller ID to new and existing campaigns to designate them as reseller campaigns.
Earlier this year, Vonage introduced the concept of reseller brands, allowing you to designate brands as reseller, which automatically designates all new and existing campaigns as reseller.
Description
The way TCR handles reseller campaigns is to require a reseller ID to be tagged to any campaign registered on behalf of a legal entity different from the entity registering the brand. Previously, when registering a non-reseller campaign (aka. customer campaign), no reseller ID was tagged. The change introduced by TCR is to define a default reseller ID ("R000000") which signifies that this campaign was not registered by a reseller.
At Vonage, we have implemented logic to simplify this by linking the reseller ID to the main api key of a 10DLC reseller customer. When selecting to register a reseller campaign, Vonage automatically applies your reseller ID to the campaign. From December, we will also automatically apply the default reseller ID to campaigns registered as a customer.
Please note that TCR prohibits updating or removing the reseller ID information once a campaign has been registered or updated with the reseller ID information. This means that by making the reseller ID field required for all new campaigns, customers that have not yet registered as a 10DLC reseller and do not have a reseller ID will be unable to correct their campaigns registered or updated after December 2024. We must therefore ensure that all impacted customers apply for a reseller ID and correctly register new campaigns before that time.
Why are those changes introduced?
TCR introduced these changes after realising that too many resellers were not properly registered, and designating their reseller campaigns. As several past attempts to correct the situation failed, the decision was made to fully enforce the reseller information to ensure an improvement of the situation.
What do I need to do to avoid disruptions?
To avoid any disruption, please follow the following steps:
1. Determine if you should register as a 10DLC reseller
Do you need to register brands and campaigns on behalf of your customers or partners?
(i.e. legal entities you do not own)
Then you must register as a 10DLC reseller
You do not need to register as a 10DLC reseller when:
- You need to register several brands, all representing legal entities you own
- You need to register several brands for the same legal entity, with each brand using a different DBA name (aka. Doing Business As name), under which your business operates
2. Register as a 10DLC reseller
In order to register as a 10DLC reseller, you need to apply for a reseller ID. There are currently two ways to proceed:
Option 1: Use our API endpoints
Call the following endpoint to submit a reseller ID application:

Option 2: Reach out to your Account Manager or open a support ticket
Reach out to your Account Manager, or open a support ticket with the following information:
- The primary API key (of your main account)
- Your company name
- The contact details of an individual able to handle any requests related to 10DLC:
- Email address
- Phone number
You may also provide a description of the service you provide your customers & partners, and the estimated amount of brands / campaigns you have already created on their behalf.
Important information
Please make sure your reseller information and contact details remain up to date. To update, reach out to your Account Manager or open a support ticket
Next steps
Once the application has been submitted, a reseller ID is created under a pending status. Our teams will review the request and approve or reject the application. Once your reseller ID application has been approved, and your account is recognised as a 10DLC reseller account, you may continue to step 3.
Please be aware of the following
During the review of your application (when the reseller ID status is pending)
- A reseller ID is created upon the submission of the request
- You may start registering (or updating) reseller brands & campaigns -- not recommended
If your application is rejected
- The traffic will be suspended for your numbers linked to campaigns designated as reseller
- Registering (or designating) reseller brands and campaigns will no longer be allowed
To remediate, please reach out to your Account Manager or open a support ticket. You will need to provide further information or documentation during the appeal process.
Once your application has been approved
- Your account is now recognised as a 10DLC reseller account
- You can register (or designate) reseller brands and campaigns
- When designating existing brands as reseller brands:
- New campaigns registered under that brand will be designated reseller campaigns
- Existing campaigns will be designated as reseller campaigns
- Note: The update may fail where campaigns are missing required attributes
3. Update your logic
As a 10DLC reseller, you are likely to use our 10DLC API endpoints in your services to:
- Register new brands & campaigns
- Expose feedback to help the review and approval process for your brands and campaigns
- Update brands & campaigns to adhere to compliance requirements
- Determine if numbers can be assigned to a campaign
- Manage the numbers linked to your campaigns
- Determine if traffic can be sent from a number linked to a campaign
- Send and receive traffic through the numbers associated to your campaigns
The changes introduced with this update will require you to ensure that you designate the appropriate brands and campaigns as reseller at the registration.

For 10DLC resellers using our dashboard, you need to make sure to select the correct option when registering new reseller campaigns, as shown below:
Please note:
- Vonage is working to bring the ability to designate brands as reseller on our dashboard in the coming months. Please use our API endpoints or reach out for our assistance in the meantime.
4. Update your existing campaigns
If you have already registered brands and campaigns on behalf of other legal entities, we recommend you to update your existing brands and campaigns to designate them as reseller brands and reseller campaigns. This will ensure you are fully compliant, and avoid the risk of disruptions if The Campaign Registry (TCR) or the carriers mandate updating all existing campaigns with the appropriate reseller designation in the future.
Please note that updating your campaigns without specifying the correct reseller information after December 1st will lock those campaigns. This will prevent you from correcting them later, possibly forcing you to register new reseller campaigns.

If you are using our dashboard
Follow this process to designate your existing campaigns as reseller campaigns:
1. Navigate to the campaign to update
2. Click on the "Edit" button and fill in your reseller ID in the appropriate field
3. Click on the "Save" button to confirm
Please note:
- Registering or designating reseller brands via our dashboard is not possible at the moment. -- Our teams are working to implement this capability in the coming weeks
- Updating existing campaigns as reseller is only possible if there is no pre-existing reseller ID

Our teams will try to bulk update your brands and campaigns on your behalf, to ease the transition and ensure your readiness before December 1st. Before submitting your request, please try to ensure that your campaigns adhere to the current 10DLC compliance requirements.
Important information
- Vonage may not be able to update your existing campaigns to designate them as reseller campaigns if they are missing required attributes
- We recommend you to make use of our concept of reseller brands, which simplifies the management of your reseller campaigns and reduces the risk of mistakes

- You designated an existing brand as reseller
- Vonage bulk updated your brands and campaigns on your behalf
- Please take into consideration other breaking changes Vonage will introduce this quarter, to avoid disruptions or further frictions when planning your next steps:
