What is the minimum/maximum of a Sender ID length?

As a general rule, in SMS the maximum length allowed for message originator (Sender ID &from=) is:
- 11 characters maximum length for alphanumeric originators.
- 15 digits maximum length for numeric originators.
Minimum length:
- at least 3 characters for alpha/alphanumeric
- equal to a country's max length in E.164 format.

Are UTF-8 characters allowed and does "11 characters maximum length for Alphanumeric Originators" count UTF-8 characters or is it a Byte-length?

When I've sent a message with numbers longer then 11 characters (14) the message has been delivered with from value "NXSMS"?
Above you state "15 digits maximum length for Numeric Originators".
Are you sure this is working right?
