US short codes will reach AT&T Puerto Rico, T-Mobile Puerto Rico, and Sprint Puerto Rico, but US short codes do not reach OpenMobile and Claro.

For customers using a dedicated short code trying to reach Puerto Rico users, if you receive error code 12 (destination unreachable), you can build your own logic to retry using a US SMS-enabled toll-free number or long virtual number.
